Abstrak Problem/Background (GAP): The implementation of IKD in Ketapang is low and far from the national target of 25% of the total recording of KTP-El and this is caused by several factors. Because the IKD program is relatively new and the community does not know about the IKD program itself, the application of IKD in Ketapang is still low. Not all people also have digital devices, in this case mobile phones or gadgets used to access IKD. Even people who have mobile phones still do not understand and do not understand the purpose of IKD. Referring to the aggregate population data of Ketapang Regency based on mandatory KTP and KTP-el Recording in Ketapang Regency still experiencing gaps Purpose: To determine and analyze how the implementation of Digital Population Identity activation at the Population and Civil Registration Office of Ketapang Regency, West Kalimantan Province, which is reviewed from six dimensions, namely leadership, attitude and morale, communication, encouragement, supervision, and discipline. Methods: This research uses descriptive qualitative with an inductive approach which aims to obtain data in accordance with the real situation in the field. In collecting data, the research used several methods, namely observation, interviews, and documentation. Results: Based on the results of this study showed: 1) a) Leadership has been achieved, because in general the ability of employees is very good in giving directions and orders; 2) Attitude and Morale have been successfully achieved, because employees provide services very well; 3) Communication has been successfully achieved, because two indicators have been implemented well; 4) Encouragement has been successfully achieved, because the indicators are implemented well; 5) Supervision has been successfully achieved; 6) Discipline has not been successfully achieved, because it is caused by several factors. Researchers also obtained research results related to inhibiting factors and interviewed informants regarding efforts to overcome inhibiting factors. Conclusion: The implementation of Digital Population Identity (IKD) activation at the Ketapang Regency Population and Civil Registration Office has been running well, but there are still inhibiting factors related to implementation, especially the low public awareness of the importance of digital population identity, there are still people in Ketapang Regency who do not have a device which is one of the requirements for activating digital population identity. In addition, there is no urgent need to use digital identity. Researchers also conducted observations and interviews to find out the efforts of the Ketapang Regency Population and Civil Registration Office to overcome the existing inhibiting factors.
